The point is that special votes have a crucial role in determining seat allocation in Parliament. Since 2017 they've stripped the Nats of two seats and last year deprived National-Act of an outright majority. Indeed, Special Votes aren't necessarily from overseas (Expat NZers). They're also locally driven. Good point, Ad. In fact, under a Grand Coalition (unlikely with Ms Collins as current Caretaker Leader) between Labour and National, Opposition scrutiny could still be left to ACT (for fiscal matters) and Greens (Social, environment issues).
