My argument is that we need to agree what the Treaty says or it will cause more and more division. But this gives you a veto to exclude water when it is abundantly clear that it should be included.
Article 2 doesn't mention water. So when article 2 mentions Taonga or treasures it did not include water which even then was probably the most important Taonga? And fisheries are included but not water? Please try harder. Much harder.
