Offenders’ Levy fails

Judith “Crushless” Collins always has plenty of bluster but behind it all she has done precious little. 18 months after her spin doctors gave the media her moniker, Collins has yet to have a single car crushed (which is a stupid and wasteful policy any way). Her Offenders’ Levy is another flop – it’s only going to raise 40% of the money promised and most of that will be spent collecting it.

Already, she has spent $1.1 million on on implementing this levy and will spend another $100,000 this year. In return, it is hoped that $2 million will be raised, rather than the $5 million previously promised (Budget doc, not sure why that’s different from Simon Power’s numbers but these are the official ones).

That’s right, by the time the Nats are defeated in 2011 only 40% of what was promised will have been raised and 60% of the money raised will be spent on raising it. Heaven knows how much they’ll spend on doling it out.

As predicted here and elsewhere, this is an incredibly inefficient scheme. Just another example of the empty symbolism that has typified National’s crime policies.
