Apologies, by "the federation" I was referring to the Australian federation, not a federation for NZ. Perhaps Otago could be mollified by having the state capital in Oamaru, though Hokitika might claim the shortest distance to Canberra.
If there was such a referendum, I hope that it would create an opportunity for South Island secession. Personally, I think that the South Island would be better off in the federation.
