I believe Shaw's doing the best that can possibly be done.
Perhaps all actions will fall short.
Never the less, we have to do the best that can possibly be done 🙂
And the pointing out of the inadequacies will continue….as they should.
It is not pointing out inadequacies that grates…. it is the failure to suggest positive improvements. Knockers are two a penny, people with ideas…few.
People with ideas manifold…people with better ideas, a plenty.
people with influence….minimal.
Then put up your better ideas.
better ideas and how they can be done.

Problem with James Shaw is: he's a thoroughly decent fellow. He beavers away quietly without fanfare and he doesn't seek attention for the sake of it like some pollies we know. If he was incompetent or lazy we would have heard all about it by now, but we have heard nothing. That tells me he is doing a good job.
I am reminded of this Kurzgesagt video from a month ago (from 12:30 mark, but the whole is worth a watch if you have the time):
I hope some brave soul will do an autopsy (sorry, forensic fiscal analysis) on the Act budget.
I haven't got the stomach to go onto the Act website to read it.
