Listening to TVNZ news, it struck me that 'strong and stable,' 'getting NZ back on track', 'governing for all NZers' Luxon actually believes his own slogans!
An illusion? Or just an ego talking himself up?
It's a tactic. Keep talking (and saying nothing) to prevent a follow-up question.
The reporters are often as culpable as Luxon. He would have to answer more substantially if they just waited while a colleague maintains one line of questioning ("You've said ABC, so in that case, how about XYZ …" etc). But they jump in immediately with another topic instead and so the emptiness of the answer is allowed to slide.
