Once upon a time a camel hosted a flea and it bit a Turk. So the Turk killed the camel and got a new one.
The Arabs called this their experience with the occupation of the Ottoman empire. If a Turk died an Arab village was destroyed. We call this imperial practice, collective punishment.
Over 3000 years ago a Hittite King established a law code whereby, if a man died on another's territory, the landowner was killed. If it was no ones land, the landowner closest was killed. So it was the responsibility of the landowner, that everyone was not just safe on their land, but also nearby.
