However those at the council level – are aware of investment constraints such as debt caps and debt costs (because of a limited ratepayer base).
There probably needs to be some sort of PGF part 2 set up – to provide capital grants, interest free loans and debt guarantees.

To me, certain movie lines are underrated parables for life-learning. The one from Butch Cassidy reminds us that there are people out there who will only browbeat people who are weaker than they are and can be relied on not to fight back.
So what if he didn't reveal he was a journalist? Why does that matter? Leave aside the debate in the article that he actually DID reveal it. Does it mean that Brown feels he has the right to treat people with no voice in the community differently to those who do? That's the only conclusion I can draw from what that remark means in the “…lines between the lines…”.
What if Sam Brooks was standing next to a writer who Brown spoke at (sorry, can't give him the credit of holding a proper conversation)? What if he wasn't even there, but heard about it later, from the source?
Brown is trying to define himself as a grumpy old bugger who speaks his mind, but the lesson from the fast-but-not-fastest gunslinger in Butch Cassidy is useful to recall here. IMO this is a telling signal that Brown's fully in control of himself – apart from the occasional tantrum, picking and choosing the appropriate times (to him) when he can belittle others and when it's in his interests to keep his mouth shut.
