There’s a distinction between decision making in the public vs private sectors.
Private sector decision making is binary – something either makes money or it doesn’t. Pretty easy.
Public sector decision making, however, is more complex and nuanced as so many factors have to be balanced, and the equality issues the decisions must encompass can come as a shock to people who have never had to contemplate them.
Trump must be facing a learning curve that is more like a sheer cliff face. And I can’t see much sign of him being capable of learning – or even of shutting up long enough to listen to another viewpoint.
