So here's the question:
With Luxon extending direct Ministerial control into so many areas that have previously been protected by entity boards and management layers, is Luxon in fact undoing 1980s New Public Management theory that stripped democratic oversight of public policy? Maybe we're mostly shocked because actual direct political power is now able to be exercised once more?
Murray Horn will not be happy about the dismantling of the system design (to reduce the ability of any incoming government to undo the neo-liberal reforms), despite not protesting what the government is doing …
