    So, this is the first time I've seen an alternative proposal from the Council group to the government 3 Waters scheme – in any detail.

    I would really like to hear (well, read actually) a detailed response from the Govt. to this proposal. Which appears to address the issue (water supply) without either the imposition of multiple layers of bureaucracy or co-governance (both of which are highly divisive at the local level)
