Budgets allocate money not just for 1 year, but for the next 4. When National says its putting $511m into education, that’s actually $128m a year over 4 years (less than inflation). So, it stands out like a sore thumb that National has promised to limit teacher loses at 2 per school for only 3 years. After that? Seems like Key doesn’t expect it’ll be his problem.

There was a time when John Key used to promise solutions to any problem you could name. Or he would act sympathetic and concerned by the consequences of his government’s own policies. But the broken promises and falseness wore thin. Key’s new tactic is simply to pretend that problems don’t exist. Apparently, that’s called leadership in National Party circles.

National has copped a hell of a backlash for increasing class sizes. The internal polls are said to be diabolical. There are a million parents of school-age kids out there, and they’re pissed off. Now, they’ve flipp-flopped and dipped into the emergency money. They won’t say how many teachers they’re cutting but it’s at least 400, probably 1,000.

We’re told that these are tough times and we all have to share in the pain. Yeah, right. National dug this hole with $2 billion in ‘fiscally neutral’ tax cuts, billions in subsidies to polluters, and white elephant motorways that aren’t worth what they cost. And who’s being made to bear the cost? The rich are doing well, while the poor and middle class go backwards.

If you were a rightwinger, who believed the route to a prosperous society (for the elite, at least) was through private endeavor, wouldn’t the way to help that along be to invest heavily in education? Then, people would be equipped to work out the rest themselves, without the State. So, why is National attacking education at every level? Do they see education as a threat?

In his Budget speech, David Shearer labelled John Key ‘Mr Australia’. Because that’s where he’s pushing us. The zero hope budget offers a thousand and one nasty little cuts for students, for kids, for low-income workers, for schools, for community groups, for your public services. All to barely – if rosy growth forecasts come true – achieve a micro-surplus in 2014/15 for purely political reasons.

David Shearer, with Shane Jones’ support, has stood Jones down and asked the Auditor-General to investigate his handling of Bill Yan’s citizenship affair. It sets a new, high standard. Whether Jones was right or wrong, he at least has a coherent story and there’s no suggestion of a crime. Compare that John Key allowing John Banks to stay on as a minister while under criminal investigation and having repeatedly lied as he tries to get out of it. Update: The court has found Yong Ming Yan not guilty of all five immigration fraud charges.

Poor political choices, lazy spin management, a succession of statistics highlighting National’s poor management of the economy, a much more active Opposition, and, let’s not forget, a much less friendly media ever since the teapot tapes have combined to make this the first budget that has hurt National, rather than bolstered it.

Labour has published its budget website and a video ripping John Key’s record of broken promises. It’s pretty damning. Yet Key and English want to claim that there’s nothing wrong and growth has been in line with projections. It’s like they’re operating in a parallel universe.

News in that Talley’s/AFFCO and the Meatworkers reached an agreement at 5am this morning. The workers will keep their wage and job security provisions and still be covered by a collective. The workers have displayed incredible strength with support from up and down the country. Next time, bosses will think twice before attacking their workers.

Remember ‘ambitious for New Zealand’? Remember ‘brighter future’? National used to at least say they wanted to do something significant. At what point did all that get replaced with ‘surplus by 2014/15’? Key and National have $70 billion a year to play with to better this country, and the best thing they can come up with is making sure government operating revenue exceeds operating spending by about half a percent in three years time.

This week, Minister for Talking Big and Not Delivering, Steven Joyce, had his second opinion piece in the Herald of the year and, naturally, it bore no relation to the ‘vision’ in the previous one, or any of the 5 point strategies or 8 point action plans he has produced to date. Instead, it said ‘wouldn’t it be great if more international students came here?’. Problem is, his actions are driving them away.

You have to take your hat off to National’s spin doctors, coming up with the plausible-sounding nonsense line that low interest rates mean affordable housing isn’t needed. But it led to this- Phil Heatley: “we’re pleased that we’re managing the economy such that interest rates are so low”. Ten minutes earlier, Tony Alexander: “lower interest rates reflect the weakness of the economic outlook”.

Judith Collins has finally filed defamation action against Trevor Mallard and Andrew Little. She’s waited until close to the Budget so that the story would be quickly overshadowed and then forgotten. You see, Collins had foolishly got herself between a rock and a hard place. Suing wasn’t the optimal choice but she’s too prideful for the alternative.

John Key might be regretting his moan about the media yesterday. His reward has been to be shown to be lying in the banks.com affair. Key has previously claimed he first heard of Dotcom the day before he was arrested. A new email, however, shows Dotcom’s staff met with Key personally months earlier over his attempt to purchase the Crisco mansion.

Unemployment’s up, wages are flat, retail and export prices in freefall. Last budget National promised 4% this year – it’s 1%. But never fear, the brighter future is just around the corner – again. Key says growth will be strong in 2013/14 -2 years from now. Does anyone still believe him?

Remember National’s ‘fiscally neutral’ tax cuts? Turns out they’ve cost $2 billion in their first 18 months. Now, the Right’s story changes, of course. Without those reckless tax cuts, we wouldn’t be facing zero budgets. They were never meant to be fiscally neutral, they were stimulus spending – right, cause this economy is so stimulated.

I chuckled to read Fran O’Shillivan on Sunday: “John Key has made a strategic decision to burn some political capital and front-foot major Government decisions” – yeah, all those major decisions: $1m for contraception, ‘tackling cyber-bullying’, a petty pokies for convention centre deal, even their centrepiece policy – asset sales – won’t benefit the economy a jot.

Key’s playing the pity angle, telling schoolkids who want to be PM: “Frankly, the way it’s going at the moment you can have the job” and sighing that “it’s going to be a long two and a half years”. Comments that suggest the Banks.com affair is more concerning to him than he pretends. Then, he whinged about the “grief” he is getting for preparing to sell our gambling law to SkyCity.

Well, that didn’t take long. A couple of weeks of quiet (probably thanks to some good polls more than anything) and, now, the National Party Civil War has re-erupted as the Collins and Joyce factions fight over the post-Key future. The leaking of National Party board minutes shows how serious the fighting is and reveals strong opposition to Slater/Lusk’s tactics.

Banks is deadmeat. It’s just a matter of time before Key gives him the boot. Politically, he must. He has grounds, even on the limited ‘ethics while a minister’ test he has created. We’re now just waiting for something sufficiently new that Key can use it as justification for an about face. Then comes the question of a by-election. And that’s where it gets tricky for Key.

Does he believe Banks’ on the Dotcom donation? What corroborating evidence has he sought to confirm Banks statement? Why is he applying a legal test to behaviour before Banks was a minister but ethical standards only after? Why did he apply ethical standards to Pansy Wong’s behaviour before she was a minister but not to Banks? Was it unethical for Banks to lie to the media and fake memory lose while a minister?

Why did Banks lie about a discount hotel room where Dotcom was staying, then say he bargained it himself? Who made $15K of radio ad donations to his campaign? What did Nats on Banks’ ‘mentor group’ and ACT leaders know about the anonymised donations? How much info did Banks get from Williamson on Dotcom’s OIO application? Why has Key still not spoken to Banks to ask any of these question?

Slippery old Key said on Monday and Tuesday that he had to apply a legal test to whether John Banks should stay on as a minister. The Cabinet manual demands the highest ethical standards. Now, Key’s flip-flopped: ethics are required – but only after one becomes a minister. Which would be worrying if true. Pansy Wong won’t be the only one to note Key’s standards a slipping.

ACT Party President Chris Simmons – who opposed the Brash coup that lead to John Banks being ACT’s sole MP – ‘accidentally’ dropped Banks right in it on Radio New Zealand’s Checkpoint. He said “[Banks] made the suggestion to Dotcom” to split his donation into two $25,000 pieces and implied the purpose was to have a number of identically-sized donations he could claim were anonymous.

For the first time in 3.5 years, Lockwood Smith didn’t preside over question time yesterday. The hapless National backbencher Eric Roy took his place resulting an awfully convenient farce. Key refused to answer questions, going so far as to say he wasn’t responsible for who is a minister. But, like the sudden slew of ministerial announcements, Key’s evasiveness will not distract the media, which smells blood.

John Key has refused to sack John Banks saying “The test is, did he breach the law or not? If he hasn’t, then he’s not guilty”. That has never been the standard ministers are held to. Ministers are required to uphold “the highest ethical standards“. It looks like Banks traded an ‘anonymous’ donation from Kim Dotcom for his political influence. Is that Key’s idea of the “highest ethical standards”?

Another secret taping, another political scandal. A recording of Pullar and Boag’s meeting with ACC by Pullar appears to show that Pullar did not “blackmail” ACC as alleged. This raises serious questions about how Pullar’s name got into the public arena. And why hasn’t Collins ordered ACC to correct its version of events since its had the transcript for weeks?
